Very topical and very dramatic. I think you coudl have skipped the photo, the words work very well on their own.
A sensitive topic I know, but by removing the picture you remove the word 'black' and that perhaps serves your opening line better? Just a thought.

A fantastic entry for this poetry contest. With a few words at your disposal, you managed to write a whole protesting story about the brutal and cruel behavior of a racist policeman. The fact that the victim died, makes the policeman a criminal and cold-blooded murderer. No excuses.
