I must object! The phrase "present-silver" is precisely that: a phrase that comprises two very common, well-known words. The author is saying that the juxtaposition of these two words gives us a new word.
Shall we accept this composite neologism? Shall we include this curious "coinage" in the OED? Five silver coins for this poem.

Good word - unfortuantely for some of the older g.kids this year that's what we must give - since we have no idea what they like anymore - as they grow older. And I guess that's ok - cuz they can buy what they want.

I was curious enough about 'present-silver' to consult Alexa, but her shrug didn't deter me. when my dictionaries wouldn't help, I turned to the ultimate authority, but Google must have consulted Alexa, and that was a shameful waste of a millisecond.
Is it possible that giving 'present-silver' is a family or regional practice, rather than an obscure word? You can tell me. I won't squeal.)
