You obviously have a lot of affection for the memory of Troy, and that affection shines from your words. A wagging tail has got to be one of the best rewards a dog owner can receive {smiles}.
Here are a couple of points you might like to consider:
I have had fond memories of him. -- If this was mine, I'd omit the "had". It really adds nothing, and it tends to detract from the pace of the prose.
We had no alternative, but to give it to another neighbor, which we did. -- Here you refer to Troy as "it"??? Poor Troy. He surely deserves the pronoun "him".
Best of luck with this when the voting booth opens {smiles}.

Dogs can be greatly affected by their treatment, much the same as humans, they become psychologically deranged and do strange things, it is very sad. Your story was delivered with great empathy, love Dolly x
