hahaha! It's just a dandelion. But I saw that the clock thing is British. And stems from 'A children's amusement in which the number of puffs needed to blow the filamentous achenes from a dandelion is supposed to tell the time.' Very cool. Never heard of that before. Thanks!

I've just seen it can also be called a blowball. For me a dandelion is the yellow flower.
