There are a few things for you to look at. A couple are:
He sometimes listen(s), and sometimes (does)not.
Also a bit dreamy about the woods or something else (?). Is not a sentence. Either add "he is" or double dash after "else"
It's difficult to tell a story in so few words.
Nice job.

The rules for this contest are stated as: here are requirements for length. Minimum length 1600 words. Maximum Length 2400 words. All Presidents must be former and fictional and they must be hanging out, doing something casual.
Your story is not about fictional former presidents, and it has fewer than 300 words, nowhere near the 1600 minimum requirement.

I thoroughly enjoyed reading about Smokey. I wish I own a dog like Smokey. He is quite a character.
Just a few suggestions for your wonderful story. Please feel free to ignore my suggestions, for I am not a grammar expert.
Our dog, Smokey, rules our house. H[e] is our little KING.
Is he guilty or not? He varies in being guilty or not. As I wrote recently[,] [h]e sometimes listen, and sometimes not. He usually kills for a sweet[.] {However,] it must be a nice one. He barks guarding and also barks if he does not get what he wants.
A bit unfortunate, he became the leader of our pack. This is not RIGHT.
He has no offspring, [and] he got castrated at an early age. So he does not chase female dogs at all, whether they are in heat or not. He doesn't fight, which is great.
Yesterday we went to the woods together. Here you can see how high up he is.
[He} is a bit dreamy about the woods or something else.
I tried to make him less of a king. I [learnt] many things from [taking] dog classes over the years and by watching Cesar Milan on television. Smokey does not respond, as he is a ruler and a KING.
We mind only sometimes, especially if he doesn't stop barking and when he does not wishes to return on our bed.
He can compete with any other dog in speed and courage, apart from the odd one out. Dog fights are illegal here. I think our King knows that. He does not seek death. We don't want him dead either.
Smokey, [un]like a king, pinches things from everywhere -- cloths from the workroom, hubby's socks, [and] paper hankies. That is not allowed. So GUILTY in that respect.
I have to go and walk Mister King. I did not see the word count item before, so I hope you forgive Smokey and me.

Good for you that you keep up with the world news. I'm ashamed that I don't even know who the leaders are in the Netherlands. But I'm also embarrassed of all the things that our president has said.
President Obama is a gentleman and a true politician. He did some things by fiat because he couldn't get any of the parties to agree. For those actions, many were unhappy. Also, while Obamacare did help many, it also caused problems for many people, too. The country is too big to make a change like that to benefit everyone.

I like the factual information and the writing from a personal viewpoint giving an insight into many American views. The writing does jump from one idea to another very rapidly and there are some grammatical errors - tempering instead of tampering, 'Obama achieved' - pay attention to small details - perhaps reading out loud to someone before submitting.
