This is a fine piece of free verse writing
and what could be freer than the wind
with power to change some things
through storm and bringing rain
but sadly, just an observer in the other ways
A couple of suggestions:
You use "also" multiple times to start lines
some variation to chance tempo might be better
And both reigns and falls (lines 10, 11) should be singular, in my opinion
Overall, well done

I just have one point for your attention:
"Only difference holds me awe" - should this be "in awe"?
A highlight for me is "Some bad made better, some better made worse
And some bad made worse".

Well, you've earned my first six star review of the week. As a storyteller, I was entranced by your tale told by the Wind who is at once powerful and helpless to prevent the things man commits. Wind has an old, wise voice out of time and place. I read this poem thrice and it would make a great picture children's book or a storytelling performance. You are most gifted. This poem takes us over the vast diversity and stark realities of a beautiful and cruel world. It can all be touched by the same wind, yet unchanged by what can turn a book page or level a town. This poem has an all-seeing, yet helpless feeling to it.

Over lands where equity and justice reigns ............Since you've used the plural of land with "lands" here, Sealord Hunter, in conjunction with two separate nouns, "equity" and "justice", then I believe the correct word to use is "reign" in this instance.
"Over lands where equity and justice reign."
Other that tiny, minor nit, this was a very expressive free form styled poem.

If only the wind could talk. You take your reader on a journey through your words. You use extreme detail, from corpses to butterflies. A great piece thanks for sharing.
