This is well written and to me a little short, but then I really like your writing. It sounds as if Emma has come up with a workable suggestion. That Peggy is a great jerk to play off against Emma.

Sorry, I have fallen behind on your book. Summer has started out super hectic. My middle daughter broke her ankle this week, a day before camp. They let her go since I was going to be working here. It's her third broken bone as she does cheerleading, tennis, band, as now gymnastics. Arrrgh!
Okay, focus. Great chapter with good interactions and dialogue.
This line was awesome:
Grinning, Carl said, "You're an amateur when it comes to waiting on females."
Suggestion:
Chuckling, the mayor said, "That's right you're new to town." He grinned.
(Maybe a comma after the word 'right' )
I have a feeling that the line about arresting Peggy Barton is foreshadowing future events.
I liked this chapter a lot. Mayor is a good egg.

I added that comma. I appreciate the catch. You're right Peggy will get arrested, but for what?
Give you daughter a hug for me. I have been there, done that. One or the other of my four boys always had something broken. Since we were military and lived on Posts, it was a small community, and I was on a first name basis with the ER doctors. Luckily, they understood boys and knew I was beating them. LOL

This portion of chapter 13 is so well written, full of excellent dialogue that carries the story forward and also brings out the uniqueness of the characters who are interacting in these scenes. I look forward with great anticipation to the next installment. The only question I had is concerning the closing of the street for half an hour. That seemed pretty unlikely to me. But maybe another solution will present itself before this is over. I am loving the story.

This portion of chapter 13 is so well written, full of excellent dialogue that carries the story forward and also brings out the uniqueness of the characters who are interacting in these scenes. That's great that Emma came up with the solution. I guess the bakery parking lot would not have enough space. Closing off the block probably works in a small town. Seems like the mayor understand all that's going on in the town including personalities like Peggy. If he and Carl know how hard it is to say No to Emma, the mayor should understand how hard it is to say No to someone like Peggy who hasn't let go of her infatuation for all the time that Seth has been in town. Great chapter!
