As I non American, I can only guess that this is an expression of frustration with the leadership options for the next Presidential race. You characterise the lineup as Desolation Row, a harsh label. Mind you, from over here if Donald Trump is one of the favoured choices, I see why you're worried. Well expressed in tight, meaningful satirical free verse.
