The reason for the capital W on WHO is that it's a Christian tradition to capitalize all pronouns referring to God. For example:

It is God Who will judge you in the end, so obey His commandments, worship Him, and pray that He will show you mercy.

WHO is a pronoun, just like HIS and HIM and He.

Well thought out, good plan, this allows Blaze to let Tara know what Lucifer is planning. Hmm, how can Tara's day go without him ruining it? Another church? More holy things that he would have to walk through? Bombard him. Blaze might never be an angel, but she can be a nice demon, which is how she is acting now.
