I don't think the water would flow happily over those pebbles. In fact they would probably jam things up and cause stagnation. Best not to put those pebbles in.

This poem uses repetition well to evoke an image of what each sin creates if each of us did throw those pebbles. It might even cause some peopl not to get the water they need.

I really love the message of this. I think that something like this or something similar like putting a little money in a jar would keep us accountable. If we would do what you've expressed so eloquently, our prayer lives would definitely move mountains. We would be continually seeking Him as we should be anyway.
