count syllables, don't join prompts

I can't count how many times a contest deadline has passed
but everyone entered has to wait another 24 HOURS for the
contest to make it to the booth because someone can't manage
to count to 17. Why can't we go back to "Hey, you didn't follow
the rules, you're disqualified." rather than "Oh, hey, we see your
piece isn't adhering to the rules, here's an extra 24 hours to fix
it before we regrettably have to disqualify it." Just dump their
non-rule-compliant ass and get to the booth, for crying out loud.
