Slow angels can be taken as an old man who can't get up makes snow angels, or slow paramedics. It's part of senryu's satori juxtaposition
Senryu is a Japanese short poetic form similar to haiku but focuses on people and it doesn't require a season word (kigo). It's written in 17 syllables OR LESS, usually in three lines. It portrays the characteristics of human beings. A common misconception about senryu is that it is exclusively a satirical and or humorous poetic genre. There's another side of senryu, a more serious side that expresses the misfortunes, the hardships, and woe of humanity.
