when Parlimentarians act like goats

I Kid You Not

"You must be kidding" Daniel said
when he saw a he-goat being led.
Into parliament, through the door
His owner stood to take the floor.

"This assembly I'll address
but when I speak remain nameless.
A father and professor I'm
here to take the floor this time."

We need a leader with some balls
who'll charge out from the starting stalls.
So this question 
I'll propose to you,
Do you think this billy goat will do?

Writing Prompt
Write 76-word poetry in 13 lines, telling a joke, using these 8 words:
he-goat, Daniel, professor, question, father, nameless, parliament, assembly


Well this was an interesting challenge but I hope I can meet the requirement of this contest using the required words to create a little satirical look at a parliament filled really with big 'kids' that perhaps need a leader.
