Yes, there is a Catch-22 in operation here. You can't hush it up for fear of the conspiracy theories that would abound, but you don't want to dramatise or sensationalise it for the reasons others have already stated.

Certainly repeated broadcasts of these events is at best insensitive to victims and their families.
