A billionaire software-magnate named Harry Ford engineers a computer system that is designed to predict terrorist activity and violent crimes by monitoring telephone networks, the internet and surveillance cameras. Ford has full access to this system and plans to use it to stop the blight of terrorism. He enlists the help of Jeff Ryan, an ex-Private Military Contractor (PMC), and they form a team to fight violent crimes. They are hunted by the Metropolitan Police and PMC agents who are after Ryan. Government officials want to take control of the system for their own ends, but nobody can be trusted with this powerful system.

DETECTIVE COOPER, 30s: Female, smart, pretty, and tough.
HARRY FORD, 50s: Director of a subversive organisation, body stiff from some old, deep wounds.

MILLER, 40s: Another MP. Married with kids. Was in a relationship with Denise Beck.
DETECTIVE FIELD, 40s: Stocky Murder detective.
STEELE: Field’s ex-partner.
AL PRIEST, 30s: Gangster.
ANDY, 21: Delinquent son of a gang lord.
JANE, 30s: Beautiful ex love of Ryan.
BILL ROBERTS: Former criminal.
EXT. TOWER BLOCK, LEWISHAM, NIGHT
Miller takes his son by the hand, and they walk towards the distant lights of street.
INT. LOBBY, MILLER'S TOWER BLOCK, NIGHT
Ryan pushes Adams back into the lobby. Steele emerges from the vestibule with Roberts, and Ryan gestures to him.
The door to the stairwell opens, and Dunne walks out. Without looking, Ryan shoots Dunne in the leg, then returns the pistol to Adams' head. Dunne lies on the ground, in agony and Ryan kicks his weapon away. Then he pushes Adams forward.
Let him go.
I can't do that. If I let him go, my friends and I will go to jail.
If you don't let him go, I'm going to kill you. I don't particularly like killing people, but I’ll do it if I have to.
Adams does as he's told, Ryan re-trains his weapon on Steele, who is still holding Bill. Steele follows suit, aiming at Ryan, holding Bill in front of him as a shield. After a moment the three of them are alone.
Drag your friend outside and call an ambulance. If you come back inside I'll kill you.
Steele grits his teeth, trying to decide.
EXT. LOBBY, MILLER'S TOWER BLOCK, NIGHT
The darkened lobby suddenly flares with gunshots. After a moment, Bill pushes through the door, freaked but unharmed, and gets away.
EXT. LOBBY, MILLER'S TOWER BLOCK, LATER
An ambulance is parked in front of the building, paramedics are loading Dunne into the back. A tiny crowd has formed. Down the block, in the darkness, Ryan finishes loading something into the trunk of his stolen car, closes the trunk lid, and then calls Ford.
I think I'll kill you and your friend here, and make it look like you killed each other. Then, just because you pissed me off, I'm going to find your friends, and your family, and I'm going to kill all of them, too.
I don't have any friends. Don't have any family left, either.
That’s because I left them all behind. I went around the world looking for bad men, but there were plenty of you, right here, at home.
